The Committee will provide advice to the Director, Office of Research on Women's Health (ORWH), at the National Institutes of Health (NIH), on research activities with regards to health of women.

The Committee provides independent advice and recommendations to the Deputy Director for Intramural Research (DDIR), National Institutes of Health (NIH), and other staff within the Office of Intramural Research (OIR) on the intramural staff training programs managed by its Office of Intramural Training and Education, technology transfer programs managed by its Office of Technology Transfer, the programs managed by its other three offices, the Office of Animal Care and Use, the Office of Human Subjects Research, and the Office of NIH History, and possible future research activities in the Intramural Research Program (IRP) to be encouraged by the DDIR.

The Committee will provide advice to the Secretary of Health and Human Services (Secretary), the Assistant Secretary for Health, and the Director, National Institutes of Health (NIH), on matters related to planning, execution, conduct, support, and evaluation of biomedical research, medical science, and biomedical communications.

The Committee will provide advice to the Director, Division of AIDS (DAIDS), and the Director, National Institute of Allergy and Infectious Diseases (NIAID), in all areas of biomedical research on HIV infection and AIDS, that support progress in the detection, treatment, and prevention of HIV disease, as well as its pathogenesis, natural history and transmission.

The Committee will provide advice to the Director, Center for Scientific Review (CSR), on matters related to planning, execution, conduct, support, and evaluation of the peer review of grant applications.

The Board will advise the Director, National Center for Advancing Translational Sciences (NCATS), on the conduct of the activities of the Cures Acceleration Network.

The Committee will provide advice and make recommendations to the Director, National Cancer Institute (NCI or Institute), Deputy Directors, NCI, and the Associate Director, Frederick National Laboratory for Cancer Research (FNLCR), on the optimal use of the FNLCR to rapidly meet the most urgent needs of the Institute.

The Committee will (1) monitor autism spectrum disorder research, and to the extent practicable services and support activities, across all relevant Federal departments and agencies, including coordination of Federal activities with respect to autism spectrum disorder; (2) develop a summary of advances in autism spectrum disorder research related to causes, prevention, treatment, early screening, diagnosis or ruling out a diagnosis; interventions, including school and community-based interventions, and access to services and supports for individuals with autism spectrum disorder across the lifespan of such individuals; (3) make recommendations to the Secretary of Health and Human Services (Secretary) regarding any appropriate changes to such activities, including with respect to the strategic plan; (4) make recommendations to the Secretary regarding public participation in decisions relating to autism spectrum disorder, and the process by which public feedback can be better integrated into such decisions; (5) develop a strategic plan for the conduct of, and support for, autism spectrum disorder research, including as practicable for services and supports, for individuals with an autism spectrum disorder across the lifespan of such individuals and the families of such individuals, which shall include (A) proposed budgetary requirements; and (B) recommendations to ensure that autism spectrum disorder research, and services and support activities to the extent practicable, of the Department of Health and Human Services and of other Federal departments and agencies are not unnecessarily duplicative; and (6) submit to the Congress and the President: (A) an annual update on the summary of advances described in point (2) above; and (B) an annual update to the strategic plan described in point (5) above, including any progress made in achieving the goals outlined in such strategic plan.

The Committee reviews and evaluates journals as potential titles to be indexed in the MEDLINE database by the National Library of Medicine. As defined in this charter, the Committee shall recommend to the Director, National Library of Medicine (NLM) those journals to be indexed in the MEDLINE database and to advise on matters relating to the scope and coverage of MEDLINE.

The Committee will coordinate research activities across the National Institutes of Health (NIH) and with other Federal health programs and activities on matters related to the various forms of muscular dystrophy, including Duchenne, Becker, congenital muscular dystrophy, limb-girdle muscular dystrophy, myotonic, facioscapulohumeral muscular dystrophy and other forms of muscular dystrophy.

The Board will review and assess Federal research priorities, activities, and findings regarding medical rehabilitation research, and shall advise the Director, National Center for Medical Rehabilitation Research (NCMRR) and the Director, Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) on the provisions of the Research Plan. The Board will advise the Director, National Institutes of Health (NIH), the Director, NICHD, and the Director, NCMRR, on matters and policies relating to NCMRR’s medical rehabilitation research and training programs.

The NAEPP was created to address asthma issues in the United States; to raise awareness of patients, health professionals, and the public that asthma is a serious chronic disease; and to ensure the recognition of the symptoms of asthma by patients, families, and the public and the appropriate diagnosis by health professionals. The ultimate goal of the NAEPP is to enhance the quality of life for patients with asthma and decrease asthma-related morbidity and mortality. The Committee’s primary mission is to provide advice to the Director, National Institute of Health (NIH), and the National Heart, Lung, and Blood Institute (NHLBI) on matters concerning asthma and to facilitate the efficient and effective exchange of information on asthma activities among Federal programs and the committee’s member agencies and voluntary health organizations. To accomplish these broad program goals, the Committee is made up of members from NHLBI, as well as representatives from other Federal agencies, intermediaries including major medical associations, voluntary health organizations, and community programs.

The Board will provide advice to the Director and Deputy Director, National Cancer Institute (NCI or Institute), and the Director of each NCI Division, Office, Center (DOC) on a wide variety of matters concerning scientific program policy, and progress and future direction of extramural research programs.

The Committee will provide advice to the Director, National Cancer Institute (NCI), NCI Deputy Directors, and the Director of each NCI Division, on matters related to the conduct, oversight, and implementation of clinical trials and translational research across the NCI.

The Committee will provide advice to the Director, National Cancer Institute (NCI or Institute), with respect to promoting research outcomes that are in the best interest of cancer patients. To this end, the Committee will conduct these activities with the intent to identify new approaches, promote innovation, recognize unforeseen risks or barriers, and identify unintended consequences that could result from NCI decisions or actions. Additionally, the Committee will provide insight into enhancing input, optimizing outreach, and promoting strong collaborations, all with respect to non-scientist stakeholders.

The purpose of the NSABB is to provide, as requested, advice, guidance, and recommendations regarding biosecurity oversight of dual use research, defined as biological research with legitimate scientific purpose that may be misused to pose a biologic threat to public health and/or national security. The NSABB will provide advice on and recommend specific strategies for the efficient and effective oversight of federally conducted or supported dual use biological research, taking into consideration both national security concerns and the needs of the research community to foster continued rapid progress in public health and agricultural research. Toward this end, the NSABB will also provide strategies to raise awareness of dual use issues relevant to the life science and related interdisciplinary research communities. In addition, pursuant to Section 205 of the PAHPA, when requested by the Secretary of Health and Human Services (HHS), the NSABB shall also provide to relevant Federal departments and agencies, advice, guidance, or recommendations concerning (1) a core curriculum and training requirements for workers in maximum containment and biological laboratories; and (2) periodic evaluation of maximum containment biological laboratory capacity nationwide and assessments of the future need for increased laboratory capacity.

The objective of the Board is to provide advice and recommendations to the NIH Director and NIH Clinical Center Chief Executive Officer (CEO) pertinent to maintaining excellence in hospital operations, safety and quality, regulatory compliance, clinical research, and hospital leadership performance oversight. The Board’s advice and recommendations may regard issues, processes, studies, and/or reports on a range of topics in relation to the NIH Clinical Center and CEO’s duties and authorities.

The Committee will provide advice to the Director, National Institutes of Health (NIH), on matters related to the conduct and oversight of research involving emerging technologies in biomedical science (also referred to as emerging biotechnologies).

The Council will provide advice to the Director, Office of AIDS Research (OAR) on the planning, coordination, and evaluation of research and other activities in respect to acquired immune deficiency syndrome (AIDS) conducted or supported by the agencies of the National Institutes of Health (NIH).

The Panel will provide advice directly to the President on matters relating to the development and execution of the activities of the National Cancer Program.

The Committee will provide advice to the Director, National Institute of Environmental Health Sciences (NIEHS) and the National Toxicology Program (NTP), the Interagency Coordinating Committee on the Validation of Alternative Methods (ICCVAM), and the NTP Interagency Center for the Evaluation of Alternative Toxicological Methods (NICEATM) regarding ICCVAM activities. SACATM also advises the NIEHS and NICEATM on NICEATM activities relating to ICCVAM. The purposes of the ICCVAM as defined in the law are to increase the efficiency and effectiveness of Federal agency test method review; eliminate unnecessary duplicative efforts and share experiences between Federal regulatory agencies; optimize utilization of scientific expertise outside the Federal government; ensure that new and revised test methods are validated to meet the needs of Federal agencies; and reduce, refine, or replace the use of animals in testing, where feasible. NICEATM supports activities and collaborates with ICCVAM to facilitate the development, scientific review, validation, and interagency consideration of novel toxicological methods of multiagency interest that predict human health risks while reducing, refining, and/or replacing animal tests. NICEATM promotes participation and communication with stakeholders throughout the process of test method development and validation.

The purpose of the Board is to advise, consult with, and make recommendations to the Secretary of Health and Human Services (Secretary), the Director, National Institutes of Health (NIH), and other appropriate agency officials on the use of the organizational authorities set forth in 42 U.S.C. 281(d)(2)-(4), section 401(d)(2)-(4) of the PHS Act, as amended, which include: (1) establishing, reorganizing, or abolishing national research institutes; (2) reorganizing the offices within the Office of the Director, NIH, including adding, removing, or transferring the functions of such offices or establishing or terminating such offices; and (3) reorganizing divisions, centers, or other administrative units within an NIH national research institute or national center, including adding, removing, or transferring the functions of such units, or establishing or terminating such units.

The Committee will provide advice to the Director, National Institutes of Health (NIH), the Director, National Heart, Lung, and Blood Institute (NHLBI), and the Director, Division of Blood Diseases and Resources (DBDR), on matters related to planning, execution, conduct, support, and evaluation of research in sickle cell disease.

The Board will provide advice to the Director, National Institutes of Health (NIH), through the Director, National Heart, Lung, and Blood Institute (NHLBI), and the Director, National Center on Sleep Disorders Research (NCSDR), on matters related to planning, execution, conduct, support, and evaluation of research in sleep disorders.

The purpose of the Board is to advise, consult with, and make recommendations to the Director, National Institutes of Health (NIH); the Deputy Director for Intramural Research, NIH; the Director, National Library of Medicine (NLM); and the Scientific Director, NLM, with respect to the intramural research program of the NLM, including research and research training conducted within the National Center for Biotechnology Information (NCBI) and the Lister Hill National Center for Biomedical Communications (LHNCBC).

The National Center for Complementary and Integrative Health (NCCIH) Intramural Research Program conducts biomedical health related research in its own laboratories and provides advice to the Center in carrying out its programs with respect to basic and applied research, training researchers in complementary and integrative health practices, and disseminating health information with respect to identifying, investigating and validating complementary and integrative treatments, diagnostic and prevention modalities, disciplines and systems. NCCIH's Division of Intramural Research focuses on basic, clinical, and translational research focusing on the role of the brain in perceiving, modifying, and managing pain. Research projects include investigating the role of the brain in pain processing and control, and how factors such as emotion, attention, environment, and genetics affect pain perception.
